Rally and meetings for Decent Work in Mongolia

On 11th September 2008, between 15000 and 20000 people participated in a demonstration in Mongolia under the motto “Decent wage – Start national tripartite agreement” organized by the Confederation of Mongolian Trade Union in relation with international campaign entitled World Day for Decent Work.

The reason for the demonstration was that last two months period, oil, fuel, electricity, heating and commodity goods such as meat, rice prices rapidly and it influenced to workers life particularly low and medium income families.

In relation with above problems, CMTU has sent a statement to Ministry of Labor and Social Welfare and Mongolian Employers’ Association for immediate launch of national tripartite negotiations.

The CMTU is demanding following issues in accordance of articles of 22, 23, 24, 29 of the National Tripartite Agreement on Labor and Social Consensus from Government of Mongolia:

  • To increase public employees wage from 1st of October,
  • To increase private sectors workers wage through establishing of CBA and sectors’ tariff agreements
  • To increase pension and social benefits which granted by Social Insurance Fund,
  • To increase a minimum wage

However, issue of launching National Tripartite Agreement on Labor and Social Consensus discussed during the Meeting of Government Cabinet held on 24 September 2008 but the CMTU proposal for increase minimum wage issue was denied.

The National Tripartite Agreement on Labor and Social Consensus will be started on 01 October, 2008 at CMTU Headquarter with trade union initiative.

INFORMATION

As we informed before that the National Tripartite Agreement on Labor and Social Consensus started at 4 pm on 01st of October, 2008 at CMTU Headquarter with trade union initiative.

CMTU proposed some revision or amendments to the National Tripartite Agreement on Labour and Social Consensus for 2007-2008 such as follows:

1. To increase public employees wage other social benefits that granted from Social Insurance and Social Welfare Funds by 50% from the 1st of September 2008,

2. To make an amendments and revision to Minimum wage law on regulating minimum wage through CBA or Tariff Agreement depending on minimum wage by sectors,

3. To develop a national program on providing food for workers at workplaces with free of charge and to cover travel expenses of workers,

4. To form a tripartite working committee on exploring possibilities of increasing income of informal economy workers and same time to accelerate national production growth, protect domestic manufacturers from hit of cost or tariff increase.

But Government side, requested to postpone the National Agreement until 09th of October in order to take some time to find more possibilities to increase wage and as well as minimum wage.
